You are allowed to sell used items on eBay.

You can sell some "used" items here. 

You can sell some "like new" items here.

Since you are new it is best to read the Start Selling and All about Listings.

Also make sure you know what is and is not approved for sale.

Yes, in most categories, but just make sure you put the correct condition (usually Like New, New (Other), or Very Good would be appropriate, depending on the item, and in some categories you'd simply have to mark as Used since they are not New).  If you mark them as New, you could get in trouble, but as long as you're accurately describing them you'll be good to go!
