sold a $20 item with $5.97 shipping charges but when packing the item I noticed that the invoice says that the buyer paid $29.22 in shipping charges and a total of $49.22 when I look at all transactions the buyer paid $5.97 shipping.
Anyone have any idea why the invoice does not match?

It looks like that item was shipped with eIS.
On an invoice you would see the total amount of shipping paid, part went to you for domestic shipping, the remainder went to eBay's international shipping.

All your EIS sales will ship to that address in Illinois. It is the eBay hub where employees will add the additional postage for the overseas travel, and hand it over to whichever entity carries it there. They may also open the package to inspect the contents and/or repackage it, before moving it along. And there is always the chance that it turns out the item is not permitted for import in the buyer's country, in which case eBay (not you) will refund that buyer, and sell your item to a liquidator. When that happens you do get notified but you're not in trouble or anything (I would still write to the buyer to make sure they know it wasn't your fault, and offer sympathy, you know, just in case they misunderstand and neg you for it).
