can a buyer cancel an order through global shipping days after purchasing since the items have not shipped yet?

Only a seller can cancel an order. Buyers can only ask to cancel. Global shipping orders can be cancelled.

I wasn't sure since Ebay policy says it can be canceled within 1 hour of purchase.
Canceling an order you've just made
If you've changed your mind about an order, you can cancel it within an hour of your purchase, as long as the seller hasn't dispatched it yet.

There is an option for a buyer to 'request a cancellation' within an hour after the purchase. If it is after that hour, a buyer can message you asking you to cancel but there is no specific button for them to click on just to cancel. In both cases it is up to the seller as to whether or not they want to cancel.
In both cases I think that in the item is not shipped it is in the sellers best interest to cancel it. If you refuse to cancel there is a good chance that the item will be returned for a not as described reason. If they no longer want the item..just cancel it.

Yes, you are able to cancel "buyer requested" but you can only refund the amount you were paid. Keep in mind the buyer likely paid Pitney Bowes/ebay an extra fee for shipping which is likely going to be a problem FOR THEM.

The GSP will refund those fees when the seller cancels
