A buyer wants to buy 14 items, making offers on each item and combining shipping. Is there a way to do this?

Neither of you will have much hope in combining offers until you change the default preferences eBay gave you to NO.

These are the "combined" shipping killers for the most part. Putting a buyer's ID on your exemption list does not work.
Be advised that eBay is tinkering with the offer system, and rolling out changes for all. Please read some of these.

After the combined items are paid for and before or after you ship you can issue full or partial refunds for items in Seller Hub or My eBay up to 90 days after the original transaction. Here's how:
So that is what I would do, agree with the buyer on a price and let them know you will send a refund for the amounts so that it is the agreed price before you even ship, like same day they pay.
