Are you still getting the error @tickswift2.
If you are, see if you can get it done with a different browser, or with the same browser using a private browsing window.

I accepted the return but some how I could not purchase a label,, probably a good thing as the buyer is making false claims so he can pay postage, I think he realised he had payed to much so raised a false claim saying not as described

"I regret you are unhappy with your purchase. Do you wish to cancel it?"
This is for transactions where both parties are calm and adult, but don't want to continue.
The cancellation has no effect on either party.
For angry, weird or excitable buyers it is better to wait out the 96 hours then cancel as Unpaid. This can be set up as automatic for all listings.
The buyer will not be able to leave feedback.
If the buyer wants to return.
"I regret you are unhappy with your purchase. Please return it for a refund. "
Because No Returns does not mean No Refunds.
If he doesn't want to pay for the return, tell him to open a Claim, so that you can send the return shipping.
It's usually easier to do this through eBay.
And sometimes it turns out that the buyer is no longer allowed the use of the Money Back Guarantee, and you don't have to refund at all. (Unless you want to and then only under your terms, not eBay's.)
