since it is an auction he won, If I cancel the transaction how would he be able to pay again with the right address?

I email my buyer, let them know I will refund their payment in full, then they will need to resubmit their payment and I ask them to make sure that the ship to address is correct on the new payment as that is the address I'm required to ship to.
I do not cancel the transaction. This has always worked out just fine for me. And it is the easiest on the buyer.

Anytime I’ve refunded the buyer was unable to repay which is why I’ve always suggested a new transaction

Ditto. You don’t have to cancel the transaction.
Just refund from PayPal, and have them re-pay tagging in the new address.
Watch your settings; if you accidentally refund with an echeck the buyer’s refund takes a week to clear and they understandably won’t want to pay again until that happens.

I've never had that issue. They may have to wait a few minutes for the system to update.

Not sure why - sometimes I’ve had to send a money request and sometimes not. It’s just reverted to unpaid on EBay and the customer can pay again.

The buyer may be just too quick. Sometimes it does take a few minutes for the system to properly update.

We may have a misunderstanding. I'm not at all suggesting "cancelling" the transaction. Leave the transaction in place. Just refund the buyer's payment and let them resubmit it with the correct address. Just make sure you outline it and agree to it in Ebay emails.

Has anyone had to do this since Paypal has changed their policy to keep their fees on refunds? I'm wondering if this is a case where they would reimburse since it was not the fault of the seller and the fees would be collected again when the payment is resubmitted. On high-priced auctions the fees can be significant.

Sorry no that was my bad I missused cancel. Although it’s been while since I’ve done that too. But it’s been a while since I had to refund for a buyer to repay They kept getting an error messages in reference to their previous payment being refunded. I’d have to relist so they could buy. But that’s been a while since the last time I’ve had to do that. I had also seen others report buyers having a problem repaying on the boards

PP decided NOT to implement that at this time. They were suppose to start doing this on May 7th, but as of today they have not started it and there are no plans that I'm aware of to implement it.
It would however still cost the seller 30 cent as the transaction fee is still not refunded to the seller.

This happened to me for the first time about a month ago. After trying several things that didn't work, I called and spoke to an eBay rep who fixed the address in the system, but only because the buyer stated in eBay message system the address he meant to ship to. Hope that helps!

I have no idea why you ran into such problems other than if they system just hadn't had time to update. Fortunately I haven't had this issue in the past couple months, but it has happened this year and I just email, refund and they repay without issue.
If it ever comes up for you again, give it a try. Just make sure your buyer gives the system time to update.
