USPS guarantees delivery for Overnight Express, but it's a "money back guarantee" and I've experienced non-delivery in the stated timeframe more than a few times.
Never had a problem with FedEx guaranteed delivery but I'm a small sample.

I'm a very small seller and I have a great carrier but I still won't use it. Too many things can go wrong. I have been selling or getting offers usually for 1 or 2 items per day. This is my 3rd day without even an offer. Granted I don't have many listings. Is it because buyers are looking for guaranteed delivery? Did ebay black me out? Maybe it's just getting too late to sell my Christmas items for this year. I do have more to list but I'm just going to save them till next year.

As D-K said, they need to be educated. File a complaint with the regional and/or national office. Scans are required, not a courtesy.

Just an update, I happened to look at my shipping labels section to just see how packages have been going, and I noticed that on Dec 4th, some of my packages have a scan of Dec 5th at like 00:30 am, some are around 22:30 pm Dec 4th, even though I dropped off the 16 or so packages around 4:30 pm, at the latest. Basically, a variety of scan times though I gave them the scan sheet.
Most are getting there in 3 days or less, so I will be OK with that part, but eBay may ding me for late scans, even though I dropped them off around 4:30 pm, at the latest.
I will update if I get dings for late scans.

I just checked in MyeBay and it shows I printed the labels at 12:15PM, and I always go right to the PO afterward, so that means I dropped the packages off before 1PM, and some did not get scanned till after Midnight. Unacceptable.
I have moved my cutoff time to 10AM from 12PM to hopefully get scans before Midnight.

The worst part of the USPS is their incosistent and apathetic approach to scanning things. The only complaint I have really, but they just do it when and if they feel like it. UPS has scanners on the converyors so they get scanned. I don't see USPS ever doing that, their excuse would be that it "cut jobs" (even though nobody is doing it now)

ME TOO! I'm exhausted! We ship within the allowed time, provide the required scan sheet and the USPS is extremely inconsistent on scanning the scan sheet into their system and we Get Hit by eBay for late scans! I wish we never signed up for this program. And eBay needs to adjust the program time frames for USPS and not penalize their top-rated sellers!

I bought something with Guaranteed Delivery. It was suppose to have been delivered YESTERDAY . It hasn't arrived but when I try to report it I get the message "There's still time before your item should be delivered. If you don't have your item by the guaranteed delivery date you can try again." Huh? The delivery date is either guaranteed or not! Looks like its NOT.

It sounds as if you are trying to open an Item Not Received case. An INR can not be opened until a full 24 hours after the delivery date has passed.
Opening an INR is not the way to report a LATE Guaranteed Delivery item. That should be done after you receive the item.
Note that this only applies if the seller is enrolled in Guaranteed Delivery. Not all sellers are.

If the USPS can`t/won`t guarantee delivery times I sure won`t and I don`t think ebay should either. I`ve seen way too many instances as a buyer, and a seller, where items I`ve shipped (or purchased) have "disappeared" for days(even weeks) on end. I mailed a package once priority mail to a customer about 300 miles away and the usps sent that package on a vacation to Hawaii for over a week before it finally made it to the customer. Priority mail is supposed to be 2-3 day delivery.....not 2-3 week delivery.

How can they guarantee when the Local Post Office may not send the package to sorting center for a day. The sorting center delay the item for another day. Then it goes to sorting center in the location of the buyer and they have to sort it again to the local post office. Then the carrier gets it. I hope they are not lazy says its getting late i will deliver tomorrow. What a joke this by ebay. The seller ends up getting the shaft and loses money
