am i safe to use my paypal funds? (it's been 21 days since the sell and they have been opened) if i use them can the buyer refund themm etc? ty!

Where is the customer and was this an expensive item? The reason I asked is because an international shipment can be somewhat of a issue -- which was an experience I had a few years ago.
I personally leave a large amount sale income in Paypal for 3 months. For my sales under $50.00 I do transfer to my bank on a daily basis.

You can never be sure if you're safe until the time frames are over.
Buyers have 30 days to file a claim with ebay, and 180 days to file a claim with paypal. Also, there is a risk of credit card charge backs, and the time frame depends on the cc company, I think it could be up to six months, or maybe more.

Buyers have 30 Days from Delivery (or Last Estimated Delivery) to open an MBG claim on eBay.
Buyers who use PayPal have 180 Days from Payment to make a claim.

The buyer can file a claim for "Not as described" for up to 30 days after delivery, and up to 180 days with PayPal. So it depends on what you mean by "safe".
Most sellers would figure that by 3 weeks after delivery, if the buyer was going to file a SNAD claim they would have done so by now, so the chance of them filing a claim is very small. The decision about whether to use the funds is thus based on your estimate of probability of a very late SNAD claim and whether you'd be able to come up with the necessary funds IF the buyer file and won a late claim.

I always leave a large enough amount in PayPal to cover anything that could possibly happen to recent sales in the rare event of a return or anything else, and I leave enough extra in there in case I want to purchase something using PayPal. The rest of it I transfer out.

Every seller has their own strategy. I always transfer out my entire PayPal balance after every label printing session. When I make a purchase, I use a credit card so I can get my 1% points from the credit card company as well as extra protection in case of an issue with the purchase.

Digital items can be a challenge to a seller. I know enough to not sale them here. Hopefully someone here on the boards can be give you better guidance then I can about when it's safe to use your funds. Good Luck.

Your funds will not be safe. All a buyer has to do is say it didn't work or they didn't get it. Today, tomorrow, six months from now this can happen.

In the pre-free return shipping days, I could expect a return every 6 months or so if you do you due diligence on your description and photographs. Today, I expect to have at least a return a month on average depending upon the number of items I sell a month. I figure 1 out of 50 or so items will be returned.
As noted, paypal has a 180 day policy. About 99.99% of buyers only are pretty clueless about that. Most sellers are aware of the paypal policy. The other .01% or so of buyers that are aware are the ones you have to worry about. A small percentage of them will wear your stuff out and then still send it back.
The credit card chargeback stuff varies by bank policy but those are usually fraud with actual 3rd party theft, kid used parents account and the parents suck taking it out on the seller... or the original buyer trying to get out of past purchases.
I made the percentages up along with the return numbers BTW. Pulled every bit of it right out of my old seating area. Your return rate will vary, how much you need to keep in reserve will amount to no less than your highest dollar item sold, and you just never know what someone will try and return, or when they will try to return it.

No one will watch it, ebay/paypal won't accept it for anything.
If you don't have any funds in your account, and your theoretical event happened, then I guess paypal would debit your bank or credit card account linked to your account, if there is one, I think maybe?

It wouldn't matter to ebay if you made a 4 hour long epic movie.
If a buyer files an item not received claim, seller always loses if they can't prove delivery with online tracking.
