Ebay has rules about selling item that are delivered by email. Also Norton might be a VERO member and have them pulled. They might not accept them when sold by a third party. I think you will only have problems selling them here.

but there in search u can see people selling this and have more than 800 sales per listing.

Looking at the item you have listed now, you need to read the digital item policy.
You have to be approved to sell digital items and list them in a certain category.

Where i can ask for aprovall?
i also can give codes to ebay support so they can test it for Gta also they are legit
It tells you in the digital item policy how to get approved.
To be approved, you have to own the item and have the rights to sell it.

Approval to sell digitally delivered items is generally given to large websites with a track record of substantial digital sales.
eBay currently has 1 billion listings. They do assign a customer support representatives to investigate items on behalf of sellers and approve individual listings.
We are not trying to be mean, we are just trying to save you a lot of wasted time and energy. eBay simply does not want you listing that type of item here.

why they do not want my item there? i mean for game which is online right now
I don't know.
I can only report what the policy says, and what we on this board have learned from two decades of reading this board and hearing from sellers who tried to list them outside the Everything Else > Information Products category.
I would imagine that eBay does not think the cost of reviewing and approving indivudual sellers to sell individual items is worth the effort, not to mention the liability that such digital content exposes them to in the event they misunderstand the licensing agreements.
