adding credit card

I moved to Australia for a few years when I came back they had deleted my usa account so I just used the Au ebay account but cant sell on it so trying to open a USA account but it wont accept my usa credit card I wonder if it is because I have it linked to the Au ebay account, how can I work around it ?

Sellers are required to enroll in new Managed Payments.    You must provide checking account (ROUTING# only) and social security# (for tax purposes).   When you make a sale...money is deposited into your checking account.

NAME on your checking account, social security card and EBAY profile page must be EXACT MATCH (or your application may be denied).   Must be your legal name (no nicknames allowed).
