fine phone call with ebay's finest customer service.
the ad fees are not automatically refunded to seller on a cancelled transaction unless the seller calls in.
i had a sale today, with a bad address which gave 2 errors in shipping labels,
-- 1 -- wanted me to combine 2 lines into one.
-- 2 -- wanted me to shorten a 3rd line.
(while i could have made both changes it would have voided seller protections allowing the buyer to scam items from sellers because of changing the address. reported buyer to get the address changed by him and CSR hinted that it looked exactly like what the buyer was doing on the account.) but i digress from subject...
CSR stated the only way to get ad fees back on cancelled transactions is if the seller calls in to request them. this is a SETUP THEFT SITUATION BY EBAY, banking on the fact that most sellers will not pay close enough attention to notice on each promoted listing sale that ad fees were not refunded, and then calling in.
i would like to read/hear everyone's thoughts on this ...

Your paranoia cost you a sale, and negative feedback or a non-performing seller report could follow. It is perfectly safe to ignore the address re-format warning, and deliver to a re-formatted address with the same city and postal code.

maybe you ought to read the seller protections and changing addresses for any reason again. and you ignored the highlighted purpose of the post.

The CSR mis-informed you.
Ad fees for promoted listings are automatically credited on the next month's invoice. Your August invoice will reflect the ad fee charge and if you hadn't called in your September invoice would have automatically reflected the ad fee credit.

I think you are confusing the quarterly PL "credit" ebay has been issuing to sellers with a refund of fees due to a cancelled transaction. Outside of the quarterly credit (which won't be around much longer) ebay does not voluntarily refund the fees once charged.

maybe, but sale today will be on sept invoice not august, same as credit which is now showing if what you are saying is true for ad fees. my invoice date is the 15th ea month.

the CSR purportedly specializing in fees told me that currently the only way to get ad fees back is to call in.

... no, not confusing it ... the $.11 ad fee for a promoted listing. not billed yet fees show it, but after cancelling the credits showed the fvf and mailing credits, but not the ad fee which is why i called in.

oops...
i am still very interested in everyone's thoughts on the original post tho. if true this is basically a setup for situational theft on ebays part. the same as for the link on dashboard where you have to request your fvf back in some situations. the refunds should be automatic, or for this situation on ad fees, at least set up a link like the request fvf's back for the 'ad fees' along with how many eligible.

I'm not confusing anything and I'm speaking from experience. It's also stated on the FAQ page.
Both your ad fees and ad fee credits for unpaid items, returns, or cancelled transactions appear on your eBay invoice.
Promoted Listings fees appears in the Account Summary section of your invoice. The itemized details (such as Item title, sold to, sale price, ad rate, and ad fee) will appear further below on your invoice.
Promoted Listings credits for returned items, unpaid items, and canceled transactions are reflected on your invoice as well, along with the itemized details (such as date, title, itemID, fee type, and amount).
Is there an announcement somewhere to support your statement that the quarterly credit won't be around much longer or are you guessing?

I stand corrected on the credits per the link you provided.
As far as the quarterly credits, IIRC it was stated when promoted listings were first introduced that this would be a limited time program. Ebay is going to need to keep showing investors increased profits, at the same time that sales are tanking on their platform. So yes, I believe those credits will be on the chopping block real soon.

yes once refunded the ad fee credits are shown on the invoice, but, only if you call in to get the ad fee refunded is what the c/s rep said. in the faq you posted is ebay's typical political rhetoric regarding without denoting any specifics again. and yes, they are right they are shown, but from what i saw today, the fvf and mailing fees are 'automatically' refunded. the ad fee should have been refunded at the same time and was not. again c/s rep said call in to get the ad fee refunded manually.
i am curious, has any1 seen a refunded ad fee on their invoice without calling in?

False. FVF are refunded both automatically and instantly. Ad fees are refunded automatically but not instantly. Again, the CS rep was wrong - you don't have to call in. The credit will automatically appear on the next month's invoice.

Yes. Four since May on my account - three for cancelled orders and one for a return. Many more since the program started.

Maybe the rep was trying to say that you have to call in if you want the credit to appear instantly without waiting for the next month's invoice. That would be correct.
