EBay wants you to actively add that Proof of Delivery.
If you don't you lose.
When the Claim was opened did you add the Proof of Delivery, or did you think that eBay would do it for you?
Because it won't, it didn't , you didn't and you lost.

There is always a reason Ebay restricts an account. You may not like it or agree with their reason, but there is one.
You got an email, what did it say?
Most international sellers are getting restrictions due to the below policy that Ebay updated in July of last year.

i am not received any email from ebay for account restriction.
when i am check my cbt dashboard where my INR transactions is high so there is action takes - no selling privilege.
But the case that the buyer did not receive the goods was without reason because the buyer had already received the goods, yet the buyer opened the case the next day.

On each Ebay page there is a link to contact Customer Service at the top of the page and again at the bottom of the page.

You had an Item Not Received (INR) claim against you.
How did you respond to the claim?
Did you have tracking on the shipment?
If you did not, you will always lose the case.
Did you respond with the tracking number before the case closed?
If you did not eBay will assume you cannot prove Delivery.

If there is tracking proving delivery, all you need to do is post the tracking info to the case the buyer opened.
Are you sure your account has been restricted just because of this one incident?

My account was restricted because 3 cases were opened on my account in the last month because of the goods were not received to buyer.
Due to this my bad buyer experiance went very high.
And all those three cases were closed in my favor from the ebay side because there was no fault of mine in all the three.
In the first case, the buyer had received the goods 1 day before, that is, he got the goods on 6th April 2024 and he opened a case the next day on 7th April.
In the second case, the buyer got his item on the same day he opened the case and I also sent him a message telling him that you will get your item within 1 to 2 hours.
in the third case buyer not pay custom duty and taxes that's why he opened a case that he not received item.

so all these case not count in case closed without seller resolution or not mark as a defect but it count on my service metrics and BBE.

Not saying it is the case here but some sellers will purchase from elsewhere after they have made a sale and think that tracking number can be used, it isn't valid. It takes eBay a while to catch these sellers but when they do the accounts are restricted and suspended.

I'm not so sure in regards specifically to international sellers that find themselves in this position. I've read many threads for many different sellers getting caught up in this and it appears to me that how Ebay is applying the change in the policy is overly punitive to many sellers.
I understand what Ebay is trying to do, but they are harming some good sellers along the way and not giving them a way out. Just my opinion for what it is worth.
