Add a payment method here.
Then you should be able to refund through eBay. They'll take the .30 transaction fee from your payment method you add, and then when you refund the buyer's refund should come from the Available, Processing, or On Hold funds.

The only way to cancel at this point is to refund the money from funds other than those that are being held. And then, as you stated, those funds will be released on Sept 20.

Even though you don't have "cash in hand" from your sale (money in being processed and will be deposited into your bank account after hold ends on Sept. 20).
You must provide payment option (credit card) to cover costs of this cancellation.

If OP provides another source, and cancels the sale I suspect that the funds will be "credited back" before that.
This whole $0.30 non-sense for denying the refund action is just a gigantic "programming error" on the part of e-bay.
No reason why that $0.30 could not be debited from the sellers attached checking account. It isn't like the seller is going to "up & run" with the buyer payment that they don't even have.
Requiring a refund for a payment that has not even been received to be "funded" from another source is utter non-sense.
eBay needs to fix this.
I had one of those cancels. As it was the only sale processing at the time, the $0.30 was debited from my attached checking. Only difference. I am an established seller, but I did not yet have the funds. They were processing. Just like the OP funds.

because the total refund was suppose to be the 1252.31 plus 37.90 but u did not have the remaining balance due of 37.90 in your ebay account

The Cancellation should have washed from the funds on Hold, save the $.30 Transaction Fee.
Did you issue the refund first... before cancelling the Order? 🤔
