If you click on the blue link in the message to join Managed Payments you can list and revise and get paid for your sales.

Piggybacking @toysaver 's question here...

I would assume because you have not signed up for managed payments. When you do not, buyers can still purchase items, but ebay will hold your money until you switch over, I have not heard of listing items being restricted, but I would assume that they do that to make you switch over.

Now if you did switch over to managed payments and you are all set up, did ebay send you a notification on why you are restricted? They would have to let you know somehow
