    how can i resolve this problem? im not a regular seller i only sell my old parts to upgrade.

What is the seller dashboard showing as the issue ?

Maybe reach out to eBay on facebook and see if they can explain things for you

Did you get a message that you are required to sign up for Managed Payments instead of Paypal? If so, and if you haven't signed up, then that is your problem. Look to see if you got any messages from eBay about this. Follow the instructions to sign up for it.
