I have spoken to ebay regarding a user that continues to harass me. Last time i spoke with ebay the individual said to call the police and that the individual whom was sending threatening emails would be blocked, they continue to not only be allowed to contact me but also bid on my items.
this individual has mentioned my life and a gun in emails through the ebay system.
I am at a loss as to why this is allowed to continue

If he's in some kind of a transaction with you, you can't block him from that, but you should block him from any other. Use report the buyer form if you haven't already. Do NOT respond to him...... he will get tired of no audience and quit. You cannot "convince" or scare these type of people to quit.....you can only ignore him to the point it's no fun for him any more.

Possibly because the script that the off-shore rescourced CS use probably doesn't cover it.
If ignoring the person doesn't help, it may be time to print out all of the messages, visit your local police station and ask them for suggestions. You might also ask them if there is a form of complaint you can lodge against ebay, since it is their platform that is continuing to allow the contact.
Sounds like it is time to start somewhere.

" but also bid on my items."
Cancel the bids.
Add the ID to your Blocked Bidder List.
Ignore any messages.
How did all this start?

Do not ignore that someone is threatening you with the word gun. It is very easy these days for anyone to get your name and home address. Print out any evidence you have and go to the police. Cancel their bids and block their ID. Call CS on a Monday and try to get a US rep. Keep calling until you do. Show them the emails and ask for any help as you are contacting the police. Good luck.

If you can somehow find the name of their Internet Service Provider
then you can file a complaint with their ISP,
which can get them kicked off the internet
(at least with that provider)

When you call, ask for Trust and Safety.
Sorry you are going through this. Report it to the police, provide all evidence, tell Ebay this.

Do the same thing you would do if someone was bothering you offline. Common sense, right?

I he has sent multiple Messages you must recognize his ID. Same with emails.
Delete them without reading them.
Delete delete delete.
And as other posters have suggested, since an actual threat of gun violence has been made, go to the police station, with a printout of the threat, and a copy of anything that has his real name and address on it and file a complaint. Ask specifically for a police report number. Ask specifically that your Report be forwarded to his local police force.
When you speak to the customer service rep, give her your police report number. Ask if the name and address of the cul can be forwarded to your police department using their report number.
If you have not sold him anything in the past, nor cancelled a winning bid, he does NOT have your address or name. If you ask eBay for his, he gets yours, which is why I would ask the service rep if she can give it to the police without your name being sent to him.
Best wishes.

Print those messages. Take them to your local police department.
Ask them to contact the police in his home town and uload the emails to them.
Request that they send someone out to his home to talk to him.
But under no circumstances should you ever respond directly to him. Just save the emails as evidence.

I'm pretty sure eBay has the capability of manually blocking anyone from sending messages if they choose to.
One day they'll wish to heck they had.
I'm sure they do, but they thy save that for the more egregious offenses like (*shudder*) sending your phone number.
