I always had good luck getting return customers by giving previous buyers coupon codes, I'd give a 5% off code and the buyer would often look through all of my inventory and buy something which there's no way they would have otherwise.
Now with ebay's new "pre-checkout" where buyers have to put in their payment details before bidding is there anyway to let buyers use coupon codes?
I'm already seriously **bleep** off because I couldn't sell for months when they axed being paid with paypal and forced linking a checking account.
I don't have good credit and it was really hard to get a checking account, and now ebay ruins something else. . . . good job pinheads!

Sure. Go to your "buyer requirements" and uncheck the box that requires pre-pay
eBay auto enrolled us (sellers) in that.

Buyers cannot use your coupon or specials, eBay coupons, GooglePay, ApplePay, PayPal credit, or PayPal Pay in 4. They may be prohibited in bidding altogether in the last minutes of an auction if eBay decides to put them in the "provide a payment source" camp during that time.
Many BUYERS are less than thrilled with this new requirement. eBay is blaming it on sellers (most of whom do not know they were awarded the defaults set to YES) while sellers are left wondering why they are getting less bids and less offers.
eBay makes more money when each transaction is billed and paid for separately, and that is the path eBay has chosen to supposedly cut down on non-payers.
eBay refuses to man up and get rid of the non-payers, as this is monetarily more beneficial to eBay. After all, one of those NPBs might actually pay for something someday....LOL.
Sellers have been asking for redress for non-payers. As all things eBay, be careful what you ask for.

So far I haven't had the issue as a seller as 1. I rarely do auctions, 2. I rarely use OBO anyway and so 3. Most offers come to me through messages and then we work out a new listing (if they're on the app) or I send THEM an offer.
I've also turned it off as I rarely have non payers anyway. It's more common to get cancels right after payment.
This new payment thing doesn't seem to affect a buyer accepting an offer the seller sent? Or at least not yet. They'll probably get around to that as well.
As a buyer it pixxes me off no end - Used it once because I'd already agreed with the seller I'd make the offer and then just deleted the payment source and refuse to do it again.

Oh good grief. Sellers have been asking for this for YEARS. There is not a single change Ebay could make to the site that would make ALL sellers happy. That is pretty darn normal. This is a fabulous change for many sellers. It is a tool you can choose to use or not to use. Instead of complaining, simply turn it off and don't use it. If you weren't aware you could do that, you should learn more about something before ASSUMING that Ebay has done you wrong.
Go to your Site Preferences
Then to your Buyer Requirements
The last two options in your buyer Requirements have to do with this change to Auctions and Make an Offer sales.

Do you use "Immediate Payment Required" tool on all you BIN listings? It is a great tool to avoid NPBs, and there is no need to combine items as they all will be paid separately at full shipping price right away. Buyers love it because it is so much easier and need not be inconvenienced by requesting a total.

No I don't. With the type of stuff I sell, I often get buyers that purchase multiple items. I don't have a big problem with non payers. Now I use to use it all the time when I sold more expensive items a few years back. It was the only way I'd sell those items and it worked well for me.
I agree it is a very good tool for those that need it. Like all the tools on Ebay, some will work for certain sellers and some won't.
I would strongly disagree with your statement I highlighted. Maybe your buyers are OK with paying that inflated shipping cost when you as the seller will ship them all together [if you can, of course it depends on the type of items] so you make extra money. I find it hard to believe that buyers "love it". Mine sure wouldn't and I would not have as many repeat buyers if I did that. Likely my feedback would look much different too.
When I have a buyer that purchases things one by one and then pays for them one by one, and believe me I have that happen. I send the buyer an email explaining they overpaid for shipping and I would be refunding them the overpayment less the additional non recoverable fees I have to pay due to the separate payments. I also tell them how to avoid this in the future.
Sometimes when they return they purchase what they want and then ask for an invoice and sometimes they purchase one by one as before because they just prefer to do it that way. But they know I will refund them some of the shipping without even asking me to.

Personally, I think the "New Smoother Checkout" (THERE IS NO CHOICE FOR YOU) blurb is missing a whole lot of information as to what really is going to happen:
No more googlepay, no more applepay, no more using seller coupons or promotions, no more using eBay coupons, no more choosing your shipping method, no more PayPal credit, no more PayPal Pay in 4, or using spendable funds, and you will be paying full price on each of your auction wins with no ability to combine items any longer.
It will be so "smooth" you won't know what hit you until you see your bill.

Coupon codes being for BINs the two issues would not cross paths.

Ok, I answered my own question here and am surprised no one else made this point (unless I missed it).
You're in luck. Coupon codes are NOT eligible on items purchased via Auction or Offer. The "Pre-Checkout" only applies to making/accepting offers, and placing bids on auctions.
Thus the new pre-check out policy has NOTHING to do with, and NO impact on buyers use of coupons. Buyers couldn't before and can not now use coupons on any items purchases affected by the pre check out. Coupons can only be used on Buy It Nows (not goverened by pre check out.)
The others are right about the fact that you can turn off these precheckout features which you may want to do. However the problem you presented is completely moot.

All I did was respond to what you posted. I have no way knowing you were quoting someone else as you didn't say that. I still disagree with it.
I don't dispute that some don't like the change. That is nothing new. We never have a change that everyone likes. Fortunately this is one a seller can choose to use or choose to not use. It is a tool available to those that want to use it. It is also something that sellers have been asking for for MANY years.
The payment options are Credit Card, Debit Card or PayPal.
I addressed combined shipping in my post you are responding to here, so I won't repeat it.
For those that don't want their buyers to have to give a payment method at the time of bidding on an auction or Making an offer, they just need to turn them off in their Seller Preferences, then their buyer requirements. Then you don't have to be bothered with it again.

Here is a buyer who refuses to enter my payment info before I bid on an auction.
My payment info is a part of my ebay account, and is automatically stored there. A seller cannot see that information, but eBay can. A seller must look to my feedback score to determine my payment history.
I will not be bidding on any eBay item which requires my payment info prior to making an offer or bidding.
