Watchers would not be notified if you add a best offer. You'd have to send them offers directly. Perhaps do that and add best offer?

If someone has the item in their cart, then they will, I believe, be notified of any listing revision.

 

I do not believe that adding a make an offer to a watched listing will necessarily be seen by the watchers. 

 

Sending a watcher a lower price offer could indicate desperation on your part and invite a lowball counter, unless you indicate no counteroffers allowed.

I send watchers (not the '0' under the watcher's column, though) offers - I have pretty good luck with them. I don't do counter offers, but offer a decent discount.

There is a third option - simply lower your price and let everyone know what you are willing to sell it for.
