Hello, I am a new user, I was trying to list a product, and the error message was "

The message should contain information on who to contact to provide the needed information. Did you contact them to find out what is needed? We can't see your account, we are buyers and sellers, not eBay.

I think the message you got included this wording, perhaps try it?
"To remove the hold on your account, please contact a member of our customer service agents.."

It sounds like eBay may need to verify your identity. This is not unusual for new international sellers. (I see you are in Nigeria.) Contact customer service and they will walk you through the process. Good luck, and welcome!
