Why updating auction’s description is charged $3?

I have some Good'til Cancelled buy-it-now auctions. When I update the auction’s description ONLY (not title or something else), some are charged for Fees $3.00 while some are free. These auctions appear no different. I don't know why?

Make sure to use the advanced listing tool and be sure you don't have any of the fee related checkboxes checked.  You can click on the fee amount and see the breakdown before you save the listing.

Just as an FYI, these are not auctions.  They are fixed price listings.  Just sayin'
