Why my customers can't request invoice when buying on the "buy it now option"

I'm tired of getting this request and making new listing when it shouldn't be a problem when I check my settings are all good to go.

The option to request invoice is greyed out, that's the problem.

That's what Ebay finally told me...but it's absurd, everyone nowadays are using mobiles phone to purchase items, it should be fixed already, so frustrating that they are not updating their server.

Sorry it’s happening. It truly is frustrating that it hasn’t been corrected. I know I’ve personally griped about it in each and every survey I have filled out for YEARS.

it helps neither buyer nor seller and is counter- intuitive.

I sell only on Ebay but I buy on other sites.  The folks at ebay need to take a sneak peek at how it is done on other sites.  On PM in particular, I can select however many items I am interested in and create a bundle.  The seller can give me one price for everything, we can negotiate and the seller can give me a break on shipping as well.  This is all done in one transaction.  When someone wants to buy more than one item from me, I have to jump thru hoops to be able to provide one price for it all, manipulate the shipping etc.  Sometimes out of frustration I just tell the person I will put the difference in the box, mail it and take the hit.  As the other seller said, I have asked for this to be addresses every time I complete a survey, whether it is asked or not.
