Why isn't autodecline working?

I'm assuming you've set that minimum amount in the listing itself. If you have then the only answer that I can give is "it happens". 

Sorry, I know it's an inconvenience to get a low offer but it's not the end of the world. Either counter, decline or don't respond and let it expire.

Was there a buyer's message at all? That will turn off the auto accept/decline function

It could be all these changes around the best offers these days. Years ago I had a best offer denied when she input the exact price I would accept. I never found out why that happened and unfortunately that item never did sell. It was doomed and so was I.

I have heard other board members saying that for some reason, the auto-decline minimums they set in place sometimes just mysteriously disappear.

Yes it's annoying, but it takes just a second to revise the item and reset it.
