Good morning. I am sure it has been explained multiple times but why it is possible to put negative feedback when you are the one receiving the item but none if you are the one selling the item? Seems like it is an incentive for shady people. I have even seen people leave no choice but leave positive feedback with negative explanations.

thats an easy question............the answer is that ebay does not want feedback to be weaponized.
the feedback system is about as good as its going to get
I have no desire to be leaving negs. making light of a posters feedback/feedback left is done often on the boards
its against the forum rules to be discussing another members feedback when its in a bad light.
ebay does not want talk about feedback to be weaponized on the forum either.
as far as feedback goes I think the less said is better in a response.

I didn't see hostility or shaming, had that been me I would have asked to buy a vowel!
IMHO the OP's response to the negative feedback would have been perfectly acceptable if it had been a PRIVATE MESSAGE to the buyer.

And perhaps you are both correct. I personally would not have mentioned anything that transpired within the transaction and I don't encourage others to do that neither.
But I guess it's all moot now because that's not what the OP is now asking.

The shady buyer doesn't care.
EBay does not use feedback to assess accounts.
Most sellers use Fixed Payment and don't see buyer feedback until the buyer has bought.
The only one who will see your negative feedback is your potential customer who will backbutton when he sees that you are slagging another customer.
This goes double for Responses which draw attention to your retaliation.
File the Unpaid Item Dispute.
Most sellers have an automatic Block on bidders with UID strikes.
Show tracking in the Not Received Dispute.
Demand the disputed item be returned before refunding.
If you win a Dispute, the buyer cannot leave feedback.
Buyers have been told they are no longer eligible for the Money Back Guarantee because they have started "too many" disputes.

Because it mentions that I only refunded half his paid. All 65 cents.
65 cents.
Gosh.

The cheaper the stuff, the worse the trouble (for the most part)

I'm unsure how all this grief was worth 65 cents. I would rethink this 50% refund thing for a couple of reasons. One being what transpired on this very transaction makes it not worth it. And two, you have no right as a seller to do that. If your buyer had of filed a claim, they would likely have gotten a full refund of the $1.75. But then is it really worth your time. Refund and move on.
You need to pick your battles better. This simply wasn't worth it.
The way you responded to the negative also didn't do any favors to yourself. Not only is it against the rules to respond like you did, but it simply doesn't look good to potential buyers that review your feedback before deciding if they want to purchase.
You need to make a decision. Are you trying to make a real go of your small business or do you intend to make business transactions a personal afront on you when they don't go well? If you had of put your business hat on you would have realized it was a bad idea to respond the way you did and you'd better understand why this sort of thing is against the rules.
It is NEVER a good idea for ANY business to name and shame their customers for any reason. Which is why other similar sites have not allowed this for even longer than Ebay. It simply is POOR business practice to allow this or to do it.
The listing is too old, so I was unable to call it up to see how well labeled you even had the listing for being a digital card. You may have had it well labeled, but then you may not have too. IDK as it is no longer available to review. Do you have any current listings for digital cards? Can you provide us with an example please.

Excellent response @1tuna

This subject has been discussed to death. eBay disallowed negative feedback for buyers FOURTEEN YEARS ago. Yes, 14 years. eBay has made it quite clear they have no desire to change this policy.

Sellers have not been permitted to leave anything but positive feedback or none at all for buyers since 2008.

What would you "ask eBay directly"?
05-29-2022 12:15 PM
Why are you giving a non-paying bidder an extra 10 days to pay when you are here complaining about non-payers? You can cancel after 4 days of nonpayment.
05-29-2022 12:16 PM
So if you had refunded in full, that refund would have been $1.30?
05-29-2022 12:19 PM
but none if you are the one selling the item?
@hammerva
I think the person upthread summed it up nicely: Because eBay said so.
Way back when, a number of my buyers were actually upset about this change. Those that made the effort to be really good buyer transaction partners now had the same 100% rating as the biggest scammers on the site.
And here I always thought eBay didn't want the seller to know that the buyer who just purchased their new IPhone had bought 7 in the past month and filed a fraudulent claim or chargeback on all of them and got them for free at the seller's expense. That seller might CANCEL if they knew. LOL! eBay prefers it to be a surprise.

If it has been explained multiple times, I think it's a pretty good bet that there is nothing new to be said on the subject.
