Why is my PayPal balance not being charged?

The last few purchases that I’ve made have been payed through my checking account. I have plenty of funds in my PayPal but when I go to payment preferences on PayPal it only lets me choose my debit card as an option. I didn’t have this problem before. When I go to the checkout of an item that I want to buy on eBay I see the PayPal logo under the preferred payment option but right under that is my debit card number. I click on it but I’m not given any options besides adding another card or PayPal financing. What do I do?

New federal regulations went into effect back in April.  Since then, in order to use your Paypal account for purchases, you must now have a Paypal Cash Plus account.  If your account is only a Paypal Cash account you will be restricted from making purchasing and can only transfer that money to your bank account.  Check with Paypal for converting your account.  You may need to provide more information to them for identification verification.

Why do you have plenty of funds in your Paypal when it could be earning interest in a bank?

That is not correct. If you have neither a Cash Account nor a Cash Plus Account attached to your PayPal account, transfer to a bank account is the only option. Having either one allows make payments using the PayPal balance. A Cash Plus account is just a Cash Account with more perks and options for moving money around.  https://www.paypal.com/us/webapps/mpp/ua/cashagreement-full

There is no "MAY" about it. If enough information was already present PayPal would have created and automatically attached a Cash Account to the PayPal account back in March. If insufficient info is present, it can likely be handled online via upload of a couple of documents. If that doesn't work then calling is the next option (they will work with you to establish identity if documents are an issue)

 

 

A Personal PayPal account with a Cash or Cash Plus Account attached will show something like:

If OP's account doesn't show any Cash Account signs, that would be the reason for the inability to use the balance.

They would also need to send their money to their bank account. Otherwise I believe it might still show as 'pending' to a buyer(not sure). I don't have either set up, and won't(I went thru this what - 17-18 years ago to open a PP account?) so I'm not giving up anything else if they can't figure out that I'm me.

 

PP has a screen to 'accept the money' so you can transfer it to your bank. Worded like that is why I think the above applies. if that's true, then a buyer might be able to cancel  a payment before you transfer it, or it may go back to the buyer in 30 days automatically. Not sure.

Maybe because the OP intended to use those funds for purchases? 🙂

 

As a seller I always keep about $500 or so in my PayPal account to cover purchases, refunds, shipping, eBay fees, the NetFlix bill, etc.

For purchases, shipping, eBay fees, bills why use Paypal when you can get more buyer protection and cash back to boot with a credit card? With your $500, I'd get $10 back. Not much but a dinner out. I put everything I can on my card and get $50 to $100 back every month.

WHY---WHY--WHY---Ive noticed that almost every time someone posts something here that another member feels they have to call out & question the OP on something else that does not pertain to the original question---WHY---Everybody is different & gets to do things the way they want---NOT YOUR WAY. If you dont have something to help the OP---MOVE ON---to another post where you can be helpful or go out & cut your lawn or something. This whole thing in 2019 that so many think for some reason they are smarter than everyone else is RUDE & IRRITATING-----LOVE

Umm, isn't that what you're posting yourself? Not everyone knows about cash back credit cards or that you get more buyer protection with a credit card than a debit card. FYI this is an internet forum and discussions sometimes wander. Apparently I got a thumbs up from somebody so my post was helpful to someone. Can I assume it wasn't from you, kitty?
