Why is eBay ignoring ads that violate the rules and look the other way ?

Why is it that eBay is NO longer removing ads that violate terms of service even after repeated reports?

For instance Reselling Carfax reports are illegal and a violation of terms on ebay for Goverement IDs among a host of other violations, and have always removed them inthe past , but recently even though illegal still allow those ads to exsist?  why is this eBay? is it because you need the money?

Below ar ejust some of the ads they seem togo on and never removed.

Looks like they changed it , now its part of the Vehicle, parts and accessories policy, listed here https://www.ebay.com/help/policies/prohibited-restricted-items/vehicle-parts-accessories-policy?id=4...

So there is a policy where these should be removed:

• Leased vehicles or offers to lease vehicles
• AutoCheck or Carfax reports
