Why is 'Cases closed w/o seller resolution' a criteria AND sub-criteria in Seller Level?

I've always wondered this.  On the Seller Level page (AKA 'Dashboard'), 'Cases closed without seller resolution' is one of the two sub-criteria in Transaction Defects (along with cancelling sales for OOS).  But then further down the page, 'Cases ... resolution' is also a whole criteria by itself.  Me no grok.  Is this just another 'left-hand-right-hand' eBay programming fail, or is there some reason for this overlap?

Also I just noticed this: the combined Defect tolerance is 0.5% for TRS status, 2% for Below Standard, with any percent in-between being Above Standard.  But the strictly 'Cases .... resolution' tolerance is 0.3% PERIOD, so you're either Below Standard or TRS in this aspect; there is no Above Standard range.  Me REALLY no grok.

I don't know how else to ask it.  I guess, why not just have OOS cancellations and non-resolution cases be two separate criteria, instead of one criteria that is 'both' combined AND another criteria that is just one isolated?

Because one is more severe than the other.

 

However when you get a strike in the more severe one then it means you can get less  OOS/Damaged cancellations.

Hmmmmm.  So let's plug in some real numbers.  The non-resolution case closure tolerance is only 0.3%, so that means you can only get one of those out of every 333 transactions in the past year.  -In fact only one of those would kill me because I had only 277 transactions.  Am I right so far?  

So then, say I had 334 transactions.  If I got one non-resolution demerit, I would be at my limit for that criteria ..... but still have 0.2% OOS cancellations left to burn in the combined criteria .... but I couldn't even get one of those, because 0.2% is one out of 500!!!  

So a seller would have to have at least 500 transactions to do even one each of those oopsie's and still have TRS.  I still don't get the point of combining them, all I know is people are full it when they say TRS is a joke status with no real merit or effort required.

No. You're allowed no more than 2 cases or 0.3% of transactions - whichever is higher. It would take 3 to move you to Below Standard with your sales volume.
