I have a buyer who when I shipped on time, filed 3 separate claims for item not received at 5 days, 6 days, and 7 days after the shipment was sent. Heck, I didn't even get delivery of mail since Tuesday before Thanksgiving, we all now the post office is not a set delivery time. The delivery information was on the USPS label printed through Ebay and yet, I had to provide it each time. The buyer then received the item, left positive feedback and now 1.5 weeks later has filed another claim for item not received saying even though it shows delivered (and they cancelled the initial claim and left positive feedback) that they do not have the item and want the item or a refund, and Ebay put my funds on hold. Several times I have had to enter the tracking information even though it is right in the Ebay system on the order details. C'mon Ebay what the heck? Anyone have a solution?

Trust the process and paste the tracking number into the INR case, as requested.
Copy and paste the Delivered date and time result into the comments.
The messaging the buyer receives from eBay covers checking with neighbors and the Post Office.
You are unable to control neighbors, Postal Workers or Porch Pirates locally or out of state.
It is unproductive for you to spend any more time messaging back and forth.
a) eBay will rule in your favor.
b) eBay will remove negative feedback left by the buyer.

I have wondered this exact same thing for YEARS. I attribute it to simply being lazy.

5,6 or 7 days is often enough time for something to get delivered. Certainly it depends on what is being shipped, to where it is being ship, if a holiday is involved, etc. Since you ship First Class, it is likely that most do get delivered within a week.
As to your buyer that filed a second INR claim. The Ebay system does not allow that. If your buyer filed an INR and it got closed for any reason, the buyer can't open another INR. They could however open a SNAD or a Chargeback through their credit card company.
Ebay needs to allow buyer file these claims as needed. Ebay isn't doing anything wrong. Your buyers may be a bit confused however.
