I had this jerk bid up an item then after he won he wouldnt pay. I tried to file a non payment claim and there is no option for that anymore. What is wrong with Ebay ? Why do they constantly screw over sellers. Fee the crap out of us then give us no support. The guy just says " I dont want it Relist it" Come on ebay that is not cool. Get your act together.

Here is the Help page about what to do if a buyer doesn't pay:

On day 5, you can cancel the order for nonpayment.

eBay did "get their act together", the new(ish) method to report non-payments is faster and easier than it was before with the big bonus that you never have to get in a back and forth with buyers.
Read about the process here:

You can cancel the order . That doesnt help as the money youre counting on goes out the window then you have to start the process over again. Buyers can just keep screwing sellers over with no issues to them. Thats not getting their act together, sorry. It bowing to the buyers once more.

Ive been on ebay for a long time. I stopped for a while because of reasons like this. I have an almost 3000 positive feedback because I take care on my buyers. But Ebay does nothing to assure you get paid when your item has been bid on and won by a buyer.

If they would force the sale, then you would probably get it back at your expense as a return. Or the buyer would open a chargeback with their credit card claiming they did not recognize the charge. Welcome to sales on the internet!

Block the bidder. Cancel the sale after 4 days.
Future bidders...check their feedback....check how many auctions they are bidding on...check how many retraction bids buyer has and so on...and keep an eye on something unusual with the last 24 hours.
I have in the past on auctions block a bider within a 24 hour period....so they don't bid anymore...of course, I don't cancel their bids.
I won an auction the other day...bidder under me had 63 bid retractions in a month and 652 in 12 months.
I was so happy to win that auction!

How to find Bidding History and retractions; not only bidders on your items? I used to know but it's been a long time.

@invasionrock Go to buyer management and set the requirement that buyers must have a payment method of file before placing a bid.

Such was the case with the old (NPB) system as well. If you have a way eBay (or any online entity for that matter) can force a buyer to pay I am all ears..........
In saying that, eBay now allows a seller to set the buyer preferences to register the payment method (card) upfront on auctions and offers and get paid as soon as the auction ends/offer is accepted, check yours and make sure you have it set correctly.

This is a completely different complaint than your initial post.
You initially claimed that eBay no longer had a mechanism for filing non-payment claims, and then you were shown that there is indeed a mechanism for filing non-payment claims.
Now you are moving the goalpost - you are now criticizing the mechanism for filing non-payment claims because it does not prevent non-payment in the first place. That is like blaming the ambulance that responds to an accident for not preventing the accident in the first place. That is not the purpose of an ambulance.
eBay does have a mechanism for combating non-payment. It is called Fixed Price, Immediate Payment Required.

There's an easy solution to the problem of buyers "bidding up the item and not paying."
Stop running auction listings!
List your items as fixed price BIN with IPR (immediate payment required). Item isn't removed from your listings until the buyer completes payment.

It is hard to stay current on all the changes make to the site and this is just one of them. While you are currently upset with Ebay, the reality is Ebay made it EASIER to take care of this situation a couple years ago. It was announced in one of the Seller Updates. Those things are really important to read through. Often boring, but still important to read through.
I know others have given you links on how you can resolve your issue just 96 hours after they purchase the item yet do not pay.
And remember, do NOT send any reminder invoices. That resets the clock for the cancellation due to non payment. So if you feel compelled to remind them, send them a message.

Looking at your Completed listings, it was the watch auction, wasn’t it?
Without setting up the new process (for the buyer’s payment info to be given upfront) then most buyers know they have 96 hours to render payment. So at 96 hours and one minute, the non-payment claim appears.
The relisted watch was from a couple of days ago. So, at what point did you begin to ask about payment? Was it immediately? That can sometimes have the opposite effect on a buyer, to get a payment demand message right away.
I was surprised to see only one bid made on the watch, what did you mean by he bid up the item? That sounded like he was intentionally running up the price, perhaps chasing off other bidders, like a sport bidder with no intention of actually buying the piece.
Why didn’t you give him the non-payment strike so he gets blocked by thousands of savvy sellers who also have their Buyer Requirements set? That is the the most effective tool we have in dealing dealing with non-payers.
