Why can’t I open this?

I clicked the link on this page https://community.ebay.com/t5/What-s-New/Learn-about-a-range-of-promotional-tactics-on-eBay-Academy/... and it won’t open. Then I clicked link under the picture and it opens this  https://community.ebay.com/t5/What-s-New/bg-p/WhatsNewBlog/label-name/ebay%20academy . When i click first tile „marketing…” it would go in loop and takes me to the first link I posted here. Why is it doing that? I don’t get any error messages.

Why is there a lock on that picture https://community.ebay.com/t5/What-s-New/Learn-about-a-range-of-promotional-tactics-on-eBay-Academy/...? And why after clicking blue tile https://community.ebay.com/t5/What-s-New/bg-p/WhatsNewBlog/label-name/ebay%20academy it gets me back into the locked image? Is it only for employees?

The problem I have is that I am signed in and I am getting in loops between those 2 links. It doesn’t let me take this course. I click first link and get to second. When i click the course from second it takes me to the first link!
