I listed some action figures for sale. My item description said :
4 Super Powers action figures. by Kenner toys, 1984-85. Figures are complete with accessories.
Please note:
The plastic bubbles on the backing cards have been cut along the left side. The figures were removed for display. Some of the figures have dust on the top of the head and shoulders. Paint on the figures is excellent. The free mini comic book is NOT inside the package. Backing cards may have creases, edge wear, plastic bubble yellowing. They are not mint cards. Please look at the photos carefully:
I had buyers bidding, then started getting requests for bid retractions saying" they didn't know the plastic bubbles had been cut open, thought the figures were Mint condition, etc. I cancelled their bids, and now when the auction ends- I will send an e-mail to each bidder asking if they could see the full description and if they want to back out of the auction. I wasted time writing the description, but I do want the buyers to know what they are getting. What is the problem? Seems E-Bay spends a lot of software development time moving things around, but not working on real problems. Any help would be appreciated> I do not know what to do to solve the issue- Thank you !

It's not a defect; it's a feature.
eBay deliberately hides descriptions, or at least buries them under competitor's ads.

I see your description just fine. I'm on a Win10 desktop using Firefox.
(Ditch all that TOS, it's way too long and makes you look desperate and difficult.)

There's a box called condition descripton>>>>>>>directly after item condition.......on the listing form.......
In it you are supposed to put the problems, flaws in the item:
If your item isn’t new, you’ll see a Condition description field. In the Condition description field, provide additional details about the item’s condition, such as whether it has defects, missing parts, scratches, or other wear and tear. You have up to 1,000 characters.
that will show directly under the title.........and you have a much better chance of the buyer seeing it than putting those things in the description..........

I never had this problem before in all the items I listed. When I look at an item, I always thought it was easier to see condition issues right with the description. But I am not looking at items with a smart phone just a computer. I would not bid on an item without looking at the description.
As it is, I will probably end up canceling the auctions for the 4 items. I sent the winning bidders an e-mail with the description they did not see? could not see? and asked if they still wanted the items.
I have a lot more of these, but will probably not list on this site until I am sure the condition issues can be seen. I want the buyers to get something they are happy with.

the best advice you got was from the person who told you to use the 'condition' field now. i understand you hadn't used it before, but previously, it was not in a very prominent position. but now--esp on the smart phones--it is the main field that comes up. so, even if you have mostly perfect items, make sure that field is filled out if the item is not brand new -- if they are perfect, say they're perfect...if there are any flaws, state them there, along with any good-condition info.

Your Buddy L School Bus listing (item 192315570801) has the "See Full Item Description" button showing instead of the description. I looked at the raw source of the description content and found nothing amiss
(except 100 extra
<font face="Times New Roman"></font>
tag pairs in the HTML - looks like you are pasting stuff in from Word).
Checked with shipscript's bulk scanner and it found nothing amiss in any of your listings. http://www.isdntek.com/ebaytools/ActiveContentScanner.htm
Is that button what you are talking about here?
If so, something is amiss unless I'm really overlooking something. You might want to post a clear, fact filled post in the
https://community.ebay.com/t5/Replacing-Active-Content/bd-p/activecontent
forum and ask for help for why eBay is displaying the button instead of the description in that listing (and others?)
The font tag issue I found may also be an issue. I seem to be the only one focusing on that, but my findings are demonstrating that FireFox (and maybe other) browsers have a built in issue with displaying content when there are many, many nested element tags, and just plain don't display the content. In your case they are not nested, but slight possibility same thing occurs (I don't have time today, but will try to explore that issue and see if it is the case).
In any event, you need to be more careful about extraneous garbage in your listings as a result of importing? description text from elsewhere. It builds up over time and can cause problems. To my knowledge there are no automated easy button tools that address that - you have to manually edit the stuff out (unless it's consistent across numerous listings and can be removed with the eBay BEAR tool (Bulk Edit And Replace).
Addendum: I found at least one more listing showing the button, and another at random with the font tags. I only sampled, and there may be more.

The issue is when the tags are nested Firefox rolls over and quits displaying content inside those tags ( like the font rwr tags ebay keeps adding to listings on each edit or relist).
So THAT is not the reason OP's descriptions are missing.
