eBay reviews your account on a monthly basis and sets selling limits on the basis of your sales volume, among other things.

It looks like all of your feedback from selling is over a year old. If you have not sold anything in the last year, you are considered by eBay to be a "new seller", therefore will have limits. Also, when you sell something, you will probably have your funds held for up to 30 days, again because you are considered a new seller.

It’s likely because your feedback profile shows no selling (or buying) activity for over a year. You are being treated like a new seller.
Dormant accounts are often hijacked … so eBay is trying to protect both you and the buyer from possible scammers.

Just list and sell what you can - you can ask for a limit increase after about 30 days.

After a little while, you'll be pleasantly surprised to learn that you can now sell $5million/month or 5million items/month, whichever comes first. It's eBay's way of making you feel better about your initial selling limits. But be aware, if you hit the 5million items threshold before you hit the $5million threshold, you're probably not making any money.
