I started selling puzzles several months ago. I have about 45 listed. All of a sudden I am being charged $.25 to list each puzzle. Do you know why? I have a store and it says I can still sell hundreds of items this month. What gives? TIA

What level of Store subscription do you have? Your 433 listings are more than the limit for a Basic store, unless they're in the few "select" categories which are eligible for the bonus free insertions that sellers get after joining Managed Payments.

MANAGED PAYMENTS have 2 different fees. FINAL VALUE FEE based on (purchase price + shipping costs + sales tax). EXTRA FEE 30 cent per order.

I am perplexed by this puzzling query. Do we have all the pieces of this puzzle to answer yet? From what I have read here puzzles are one of the worst things to sell on ebay because of buyer fraud. All a buyer has to do is say one piece was missing and they can open a NAD case even if you sell unopened new puzzles.

eBay gives you a specific number of free insertions every month.
ebay also has a selling limit stating how many items you can sell each month.
Those two numbers have nothing to do with each other.
Just because you are allowed to sell XXX more items does not mean those XXX more items will list for free.

Explain to us what that has to do with "insertion fees" . (the $0.25 cent fee the OP is asking about)

You should be able to see what the charge is for on your invoice.
