Why I can't list my items?

It looks like you have sold three items (or the same item three different times) here, so not sure why you say you cannot list anything.  

And, if eBay considers you a new seller, then you probably have a limit of much less than 250 listings.

You also have a personal listing/selling limit, have you reached it?

New sellers are restricted to how many items they can list.    Once you sell some items and prove yourself to be good seller...then you can apply to have your selling limit raised.

Ok, it looks like you have sold the same watch multiple times. Did you have more than one watch? Did each sale fall through? How then did you handle the transaction cancellation? This info will help us help you.

You are a new seller with a pricey item. (That in itself can be problematic but we won’t go into that.)  There are restrictions on new sellers. Many have listing limitations. It does not matter if you have 250 free list because the new seller limits override the number of items you can list. First you must have a record of successful transactions before those limits get raised. See link below for more information.

You didn't say what's happening when you try to create a listing.  Error message? Missing content?  When creating a listing there are a number of required fields denoted by a red asterisk in the left hand margin.  On occasion I have a listing fail due to forgetting one of those, but when trying to post it the bot takes me to the top where it states why the listing failed.  Another possibility is what others have said about possibly being a new seller you don't have the 250 item allowance yet.  We might be able to solve this better if you provide some details about what happens when you try to create a listing.

If you can't see your selling limit on your "home" page, try looking here:

It should tell you what your monthly limits are and give you information about selling and listing limits.

Free listings determine how many listings will not have insertion fees. For some sellers, this is a theoretical limit because their listing limits may not allow them to list that much.

Listing limits determine how much you can actually list - they can be a dollar limit, or a limit on the number of listings, or both.

While at first it may seem strange that eBay is set up like this, they do actually serve two different purposes.
