Here's a message I recieved after trying to message a buyer.
"You have exceeded the maximum number of messages you can send. Please wait 24 hours to send more messages."
What is wrong with this company?
I've sent out maybe 5 messages this week.
Maybe. Why would there be a restriction on messages?
Now I can't get vital information to a buyer. This is just insane.

Someone else just posted a similar issue. I'm thinking it could be a ebay glitch. They seem to happen often.

It's a glitch.
Sign out of eBay, close your browser and then reload the browser & sign back into eBay.
If no joy, try a new browser or device.
It should clear up soon if the browser reset doesn't fix it immediately.

It is likely an anti-spam measure gone awry.
You may be able to get around the error by going to the user's feedback or profile page and using the "contact" link there to compose a new message rather than using a reply.

I hit that restriction a long time ago. But I think it was 25 messages in a day... messages that don't link to a specific purchase the buyer made. So yea, it's original intent was to stop random spammers.

Try a different browser. Used to get that error message all the time with firefox. We use Edge now and do not get error messages when trying to send messages. We would have sent 1 or 2 tops for the day and it would tell us we have exceeded. lol
