I thought I would get some opinions here, as well.
I sold (?) an item this morning to a brand new buyer account, but UPS won't price out the shipping due to an inability to verify the shipping address. I send the buyer (?) a message explaining the problem and letting them know I would be cancelling the sale due to "issue with shipping address" and just take the 30¢ hit from eBay.
Two hours later, this same buyer creates another account and tries to purchase again, providing the same shipping address. I don't know - maybe they thought the new account would make their shipping address valid?🤷 So... second sale gets cancelled for the same reason and I get to pay good ol' eBay another 30¢ for my troubles.
Other than blocking the two user accounts that they've already tried to purchase with (done!), what other suggestions can anyone offer to discourage this individual from trying a third time with yet another new account (I suspect that's what's going to happen - no way to be certain, of course)

I agree with @mtgraves7984 and would hold off relisting at least for a day just because hopefully the whacky new account maker moves on

After blocking them, I would get in touch with ebay and report both the IDs. It is obvious a scammer or just someone trying to harass you.

Oh, I'm sure there are other solutions... and some might be better. But if that buyer has an eye on it, how many times are you willing to pay $.30 (today) to find out? I'd not relist just now.

A better solution would be eBay should not be getting 30 cents every time this happens. eBay should insure that they only charge when they do their due diligence on verifying both sellers and buyers.
How does anyone know if that was truly a buyer.......30 cents once 30 cents a million times, it adds up.
