Where is the bundle listing option?

I'm trying to sell a phone with a phone case so I have to list it as a bundle but the option isn't there? I just keep getting the error message that I have to list is a bundle but there is no bundle option?? I have the items listed under "Cell Phones & Accessories" as per the instructions.

You just have to make one listing for the phone and indicate that it comes with a case. eBay doesn’t have a function where you can combine different listings in a bundle.
