I created my first store promotion (15% off 2 or more) and out of curiosity I opened my store to see the pretty new sale, and I can't find it. I also do not see it on individual listings.
Where does the buyer find these sales? (Or did I do it wrong?)

I think I figured it out, I was using "Volume" sale and I guess that's for items with multiple quantity.
Like purchase 2 of this exact same item on the same listing and get XX% off.
(It said when creating the rules that there was over 240 eligible items for the sale when it should have said 0 but whatever I guess - maybe someday they will address that).
When I created any of the other promotions they seemed they worked just fine immediately.

Did you use the Markdown Manager or some other method? Go back and look at the set up of your sale as to when you wanted it to start.

Hi, thank you for responding I appreciate it.
In the Seller Hub I clicked the "Marketing" tab then on the left menu "Promotions"
It currently states that I have one promotion running "Purchase 2 or More Products from Pine Mountain Retail LLC and save 15%" that is volume pricing that started today at 10:17am.

Notice the options in the left rail. We have to be careful with our word selection as Promoted Listings is one kind of tool, Markdown manager is another, etc.

OP didn't mention promoted listings or markdown manager. They mentioned store promotions and referenced 15% off 2 or more which is an order discount promotion. The only potential confusion is use of the word sale.

It takes time for promotions to go live. You can check your promotions dashboard and look at the "status" column to see if it's scheduled/pending/processing/active/ended etc. Take a look and see what it says:

When I viewed your account promotions page I did not see anything, so it's possible the promotion is not yet live.

And if so, how many items are shown for the promotion?

@toshalee I'm not sure what the issue is with your promotion. I just created a markdown manager promotion, and it went live within a few minutes (yes, it CAN take hours, but it usually doesn't take very long).
As I asked above, are you sure your promo is showing as "active"? And is it populated? (You actually have items in the sale)...it is possible if this was your first promo, you might have made a mistake in creating the sale.
One tip: you can create an announcement on your store home page for your sale: here's an example of the one I just created:

Notice that if you click the photo of the fisherman, it will take you to this page, which is the actual "promotions page"--where all my items are shown that are in the promotion (about half my store is in the promotion, the rest isn't on sale):
Items that are NOT part of the sale will say NOTHING about the sale on the View item/Listing page. ONLY items that are part of the sale will indicate this on the listing page:

Notice at the top left of the page it mentions the 20% off sale and includes a link to the Promo Page. Scroll down, and you will see after the listing itself, there is another mention of the sale, with links to the Promo page ,and to other items in the sale.
And finally, since this is a Markdown Manager sale, you will see the original price has a strike through it and the discounted price is shown.

The start time is not defaulted to "start now". You can still edit the sale to start now or a time of your choosing.

Filters: Conditions: New & Used
~ On this "rules page" it shows that there are 238 items which match my criteria. Yet when I apply and save it seems to be showing the "--" still on the Manage Promotions page.

So you want ALL items to be in the campaign? Try editing the campaign and this time select all inventory and don't designate a price or use a filter. See if that works.
If you can't edit the campaign, end it and start a new one. (I think ebay usually advises waiting a few hours before starting a new one, but I'm not sure if that is necessary.)

Hmmm ... this is my suggestion @toshalee .
End the current promotion. Create a new order discount from scratch. Apply the "all inventory" rule and don't fill out the price fields or anything like that. Just leave it at "all inventory" then move forward to the next page where you set date, title and publish. Give it a little time to go live then come back here and we'll check it.
Sounds like maybe an issue with the first promo you set up.

Ah, there you go. Yeah volume discount is best used when you sell a lot of multiples of the same thing, like MAM who posted above - she has those bead listings that probably benefit from volume discounts. Kinda goes to her comment about "word choice" since there are so many different types of promotions, although I honestly don't think you realized what kind of promotion you initially set up to use the right term. But it's a good thing to keep in mind as you grow your sales here. 😉
