When opening an unpaid item case , what does receive fee credits do?

So it has been 8 days and the buyer still has not paid. I decided it would be best to open an unpaid item case, when doing so i received the message take action which says receive free credit what will happen

Listing charges paid by you may be returned BY eBay and you are allowed to relist the item.

the take action button does not really do anything except if you hover over it ,then it will mention relisting and nothing else

after the 4 days are up you can use that same button to close it out

seller hub also mentions when the time is right to close it out and get your fees back
