Or is that impossible with the current fee structure?
Example
Sold a $100 item to someone in CA, they pay 10% taxes and pay another $48 shipping for a total of say $160.
Another buyer from my state buys the same item, $100 + 7% tax + $8 shiiping = $115
I don't think my eBay fees should be based on buyer location, what say you?

eBay fees are based on the total amount the buyer pays ... just like the vast majority of payment processors.
A seller needs to anticipate the 'worst possible situation' when deciding on a 'handling charge' ... that way they come out ahead if their item is purchased by a local buyer.
EDITED TO ADD: eBay's fees have been based on item plus shipping cost since 2011 ... and PayPal's fees were based on item plus shipping cost plus tax. I don't think what anyone else feels is fair is going to change anything that eBay does.

I say "it is what it is and it ain't gonna change and I've got other things to worry about in life".
Figure the worse case scenario and then be ecstatic when someone closer or with a lower tax rate purchases an item. It's not about the '1 thing', it's about the 'sales as a whole'

That is really hard to do. To get the best deal I walk(actually I ride a Honda bike) my package to the post office and get the best option and rate and deal. I am only talking about USPS but I usually go there 5 days a week and it's like an episode out of "Cheers" where everyone knows me. The state tax is different for each state. We don't get the state tax as funds so I don't care what it is unless I am buying something. I bought something today and tax was $19.88...ouch! Every state is different so I look for free shipping usually. So before I pay...I actually see the sub total before I pay so it's not a real shock when I press that pay button.

The best deal?? You are paying more (retail) for your shipping- why do that?
