When I go to list an item it tells me that my account is limited and I would have gotten a message why. I haven't got a message about why my account is limited, and I have no outstanding fees and I know that because I checked.
you haven't sold anything in the last year.............previous to that you had 3 neg feedback for non delivery out of 29........you probably need to contact Ebay to find out what you need to do........
