If you cancel based on "Buyer hasn't paid," they are blocked from leaving feedback.
"Once you cancel the order.... We'll also remove any feedback left by the buyer."

No deadbeats can't post negatives BUT if they do manage to post it, Ebay will remove it. I don't know if the system has changed but I did get one many years ago on 1 selling account and when I called ebay, they removed it immediately. Hopefully, the system has been upgraded and does not allow them to post it.

Slightly different scenario...but this did surprise me.
I had a 10-day auction of an item, and after the auction ended the winning bidder immediately requested a cancellation. The bidder did not pay, so there was no actual "transaction". Of course I accepted the cancellation.
The "buyer" (actually a non-buyer) was able to leave feedback (and did so). That surprised me since again, no actual transaction took place.

You can cancel on day 5 citing winning bidder did not pay & then make sure you block them:

It appears that you handled it improperly. You canceled for the buyer prior to the 4-day timeframe.
If after 4 days from the time the auction ended the buyer hadn't paid, you COULD have canceled for non-payment, buyer would have received a strike and wouldn't have been able to leave feedback.
What you should have done when notified that the buyer changed his mind would have been to tell the buyer not to worry. The transaction will close after 4 days and they won't be obligated to pay. (I don't tell them about the strike!)

Sometimes non-payers are not deadbeats - sometimes they refuse to pay because a seller was abusive, or changed the terms of the sale, or disclosed damage that was not in the listing.

Its very possible it has changed, but the last negative we had was from a non-paying bidder that we had to file an unpaid item case on. After it was closed without payment, they were still able to leave a nasty-gram specifically negging us for... filing a non-payment case! This was maybe 10 years ago?

@knifeaholic Your buyer was able to leave feedback because you cancelled per buyer’s request, buyers are still able to leave feedback on those cancellations, if you cancelled for non payment their feedback would not show or it would be removed.
