What would be the correct way to proceed?

I sold an item, the price was 15 + 4 (shipping)

The item got lost by USPS and the buyer requested a refund

Should I refund only $15? or should I include the shipping value?

You have to refund in full.  It's the seller's responsibility to make sure that the buyer receives the item and that it is as described.  Although it isn't your fault that the package got lost, it is still your responsibility to make the buyer whole.

You should have insurance to cover you.

File a claim with the post office. This will help you out getting your money back.

How would you feel if you paid $19 for something, didn't get it, and didn't get a full refund? 

 

You are the one who chose to hire the USPS to deliver your package for you.

You'll have to refund in full, but did your buyer open an Item Not Received claim? That gives the seller a few more days for it to (hopefully) deliver before refunding. If your buyer has simply "requested a refund", you could (it's one of your options)... or you could request that an INR claim be opened. Good luck.

hear this a lot, and from inexperienced sellers, but that "lost" package is likely not lost at all, just between facilities likely sitting on a semi. Did you run a "where's my package" inquire with USPS? Did you file a "Missing Mail" request with USPS (they are 2 different and separate searches)? 

The great truth is there isn't one
And it only gets worse since that conclusion...
