First, I would like to start with how bad ebay customer service is, I hope ebay understand that they little AI assistant gets literally nothing done for 90% of people. But back to the main point, a buyer bought from me 2 items, the same buyer. Me being new to ebay didn't realize this and ended up shipping the packages in 1. I only received payment for one as I didn't know I had to ship separately, what can I do now, Buyer confirmed with me personally that he received the payments.

You probably did not need to "ship separately". unless to different addresses.
Tracking # should have been added for both items shipped in the same package.

I combine separate orders for the same buyer frequently, you need to add the tracking number manually to the second order.
Buyer confirmed with me personally that he received the payments

None of those answers really answer the question. I would send a message to the buyer that you would like to ship both items combined but because ebay has held payment you are unable to do that. Be prepared to furnish a screen shot showing the buyer that the payment is on hold. Usually ebay releases the payment in time for you to ship on your deadline date. Ebay is or was also beta testing an option where buyers can elect to purchase multiple items within the same 7 day period and pay to have them all shipped on the day that the last item would be shipped in accordance with your specified handling time. Your only other option is to create a short disclaimer in your listing about payment delays and what happens if it occurs. If you say nothing, ebay willl take the side of the buyer, even if its ebay's fault.
There is also another reason this could be happening. Lack of funds from buyers payment source or CC issuer suspects possible fraud.

eBay holding a payment is common, and is not an acceptable reason to "not ship" an item.

Being a new seller, they can put the funds on hold for 30 days.
Did you add the tracking number to the other item?

Hello, thank you so much for the reply. To be quite honest I had to idea and no idea how to do this. I’ll do my research right now. Do you know what can I do right now? He just bought another item from me so should I add it to the new item?

To be honest im a little confused by you reply. But the guy did ask me where the second item were and I simply told him I sent them together and he confirmed that I was right and all was good. Again I saw all the replies just now and saw that I could have added the tracking orders to one but I didn’t know how so any idea what to do rn?

No, eBay does allow you to purchase the Shipping label through eBay using held funds from the buyer's payment.

Im sorry but I shipped both items sorry for the misunderstanding. Buyer received what he payed for. I just shipped it together while there was 2 tracking numbers. Buyer messaged he told me yes he received both we were both happy. But to ebay only one got sent because the tracking number.

Im sorry for the misunderstanding, items were shipped before I even received payments and buyer received items. Problem is I sent it under 1 tracking number that wasn’t combined or something and to ebay who is just looking at tracking nunbers, I only shipped one not both so I got paid for only one.
