What precautions/proof should I get if I think the buyer might be a scammer?

I listed an item auction so far it only has one bidder and that account seems fishy.

 

14 rating with 12~ of them from the 3 same users.

Another red flag his profile says "Based in Russian Federation" while I'm only shipping to the USA.

 

If he happens to win what do I need to do to protect my self?

 

I know to:

Only ship once payment is cleared

Get a tracking number

Only ship to an address in the USA

What precautions/proof should I get if I think the buyer might be a scammer?

Seller protection has the same requirements regardless of where the buyer is or whether he's "fishy." Ship to the address that's attached to the PayPal payment (it might be  a forwarding service).  All package postage automatically includes tracking.
