What makes a listing "eligible to send an offer"?

Only 30 of my 140 listings are eligible for offers. But more than 30 have watchers and aren't eligible. What criteria decides whether you can send an offer or not, besides the number of watchers?

Watchers can opt out of offers.........and you can only send one offer .........so if you've sent in the past.....even tho the watchers show on the listing......they would be excluded from future offers....

Unless eBay answers this question, and they have not/will not, no one really knows. Just Send Offers when prompted, I always do, and don't try to rationalize what the eBay bots do. It will drive you crazy.

  • The Watcher has opted out (not interested in offers)
  • The Watcher has already received an offer for that item previously (i.e. not interested in your item)
  • The Watcher has already received too many offers (eBay does not want to inundate them with offers)
  • etc.
