First time seller. What the hell is this? This person supposedly won the item I was trying to sell. What do I do?

That is a scam. It's an attempt to get a free iTunes card and a free item. They'll send you a fake PayPal receipt that says please ship and enter the tracking number to get paid. Scammers won't pay for the item because then they would be easy to trace. On the 5th day cancel and relist. It's a waste of time to report them because it's like playing whack-a-mole. They'll just pop up with a new name or hijack another account.

The $ .30 fee is charged only when there is a consummated transaction. If the "buyer" doesn't pay, there is no $ .30 fee and, therefore, nothing to refund.
So, no, transactions involving non-paying buyers do not cost the seller $ .30.
