Very basic thing for multiple purchases and giving discounts. Should have worked from day 1.

It is something that eBay always says they are "working on". As a buyer, I can tell you that 90% of the time it doesn't work on a computer either, with the 'ask for total' being grayed out in the cart, or a message "this seller does not combine shipping" when they actually do. There is indeed a monetary incentive for eBay to have a buyer pay for "all the shipping" on a order, even if the seller eventually refunds the "overage".

Yes, I have noticed that eBay does sometimes keep that percentage of the refund that they took from the seller to begin with...
It would be a lot nicer if eBay was an honest business with fair business practices. Oddly, I would refuse to deal personally with a person that acted like eBay's business model.

It depends on the settings sellers select on the listing page. For some reason, if they require Immediate Payment, the Ask For Total is grayed out. Unclick that IP box though and buyers can Request Total. This happened to me as a seller. Buyers were complaining so called eBay cs & was told to uncheck that box. Et voila, my Buyers were able to add items to cart and request a total (via laptop, that is).

Foxconn has conned Wisconsin taxpayers out of billions.... . Nice to know that they're off conning another state now.
