Promoted is the name of the ads on the seller end.
What the buyer sees when he sees a promoted listing is the word "Sponsored".
Same thing, just two different words for two different groups (sellers and buyers).
As I recall, ebay told us the reason for the difference has to do with a law that requires the word "sponsored" rather than "promoted" to identify the ads.
