I got the following email from ebay:
After evaluating your recent transactions, the performance of your account does not meet the requirement of SpeedPAK Shipping Mandate Policy.
The selling limit of your account will be reduced.
Please visit Seller Dashboard to check your account status.
Upon checking my Seller Dashboard, my limitations have been decimated. I have 'Above Standard' seller level, 100% tracking provided on time, and (as of this moment) all positive feedback.
I've gone 3 or 4 rounds with email customer service and they don't seem to have a clue what this is either.
They are pointing to this company: "speedpak.ie" (which is kinda weird, because on that website it says "we aren't affiliated with ebay or the chiense speedpak". And they are copy/pasting emails that assume I only want to raise my selling limits.
While I would of course like to have high enough selling limits for it to matter on ebay, I don't know how to comply with this policy and they won't tell me.
Anybody know what SpeedPAK is and how to use it?

Hi devon@ebay there is a broken link on the first page linked above. Shipping from a US warehouse would (I think, but you should research to verify) eliminate the need to use SpeedPAK, however as a seller registered in and located in Thailand you are still subject to the eBay Export policies and SPS (seller performance standards), specifically the policies for SEA (Southeast Asia) @mythicwardrobe .

As I suggested earlier, review those policies carefully.
You'll find here on the .com community board, most sellers are based in the US and unfamiliar with eBay Export policies for each region (SEA, IN, HiPO). There are social media pages linked at the bottom of the SEA page where you might find more assistance.
You should also check out the resources section of the SEA page as it has announcements specific to your region, along with a training calendar where you can register for sessions specific to your region such as "Understanding Seller Panel" coming up on the 9th and "Seller Standards & Performance Metrics" coming up on the 14th. On the 23rd there's a session about understanding factors impacting BBE (Bad Buyer Experience) which is one way overseas sellers are rated that US/Canada sellers are not.

But this policy i think only if the item shipped from china but the problem my items are from the philippine islands and im also based in philippine islands .... i dont know why ebay gave me this listing restriction 😞

After I blundered into the issue about the SpeedPAK mandate (it's not really communicated on the .com site to anybody outside of China such as myself) and eventually found resources here, I got that all arranged and aside from about a 10 day window where I shipped things another way, everything has been sent according to policy since.
However, my seller limits were set at an unsustainable levels around the first of August ($103.00 limit / month) and now they are still set at these same limits a couple months later.
I've gone two rounds with customer service asking to increase the seller limits and both times they said I should get them and to wait for the next evaluation window, yet after the window there's no change, the case is closed out, and the CS rep bails out of the conversation. I tried clicking on 'Request higher selling limits'. but it always leads me to a page that says:
"Unfortunately, you're not currently eligible for a selling limit increase. It looks like you're registered on another eBay site. You'll need to go to the eBay site where you registered to get more information and request an increase in your selling limits. Learn more."
I'm doing this from the ebay.com site which is where I registered.
My seller stats are as follows:
I'm really at a loss here. Should I delete my ebay account and try again? Feel like my efforts to develop a business here haven't been worth the effort.
