I got the following email from ebay:
After evaluating your recent transactions, the performance of your account does not meet the requirement of SpeedPAK Shipping Mandate Policy.
The selling limit of your account will be reduced.
Please visit Seller Dashboard to check your account status.
Upon checking my Seller Dashboard, my limitations have been decimated. I have 'Above Standard' seller level, 100% tracking provided on time, and (as of this moment) all positive feedback.
I've gone 3 or 4 rounds with email customer service and they don't seem to have a clue what this is either.
They are pointing to this company: "speedpak.ie" (which is kinda weird, because on that website it says "we aren't affiliated with ebay or the chiense speedpak". And they are copy/pasting emails that assume I only want to raise my selling limits.
While I would of course like to have high enough selling limits for it to matter on ebay, I don't know how to comply with this policy and they won't tell me.
Anybody know what SpeedPAK is and how to use it?

A google search led me there too, as well as some info on ebay's malaysia website. I don't know if any of that is relevant to me, because I registered (and use) ebay.com?
I am not in China or Malaysia (I am in Thailand), but I do have a 3PL in China with my own stock, and sometimes shipped directly from there. Perhaps we don't do that anymore.

I'm confused.
If your stock is in China why do your listings say your item is in Thailand.
Are you making sure your item locations are correct?

Most of my stock is in Thailand. The shipping from location is correct.
I also have an account with a 3PL in Shenzhen, where I ship all over the world for my other e-commerce businesses. I shipped _some_ listings (which I now removed) from China. In some cases this is highly efficient because it keeps the shipping costs reduced.

I'm just saying make sure the country on the listing matches where it's actually shipped from.
You can't just switch it. Even if it's cheaper if the listing says it comes from a completely different country.
I'm not sure many here would be familiar with any speedpak policies. A board that deals with that shipping type might be more helpful.

Yes, of course - the ship from location should always be correct. I have always configured the listing to show the actual ship from location.

Agree as well, I thought ebay customer service could point me there and/or just provide the policy, but my efforts to ask them have been a failure.

I'm an American expat residing in Thailand, like many of us digital nomads who are out here, and registered my account on ebay.com. I don't think there is an Ebay Thailand domain. I went through the ebay Acadamy on-boarding courses for new sellers and hadn't come across this info, so while it's a disappointment to have been punished for non-compliance, at least you've pointed me in the right direction.
Here's what I found on the dashboard (seemingly not integrated with Seller Hub anywhere):
After viewing the report on the Cross Border Dashboard, I can see that 6 shipments sent by China Post have caused the policy issue. Now I will know not to use China Post or even ship from China until we have arranged shipments with SpeedPAK.
I think we can infer from the above that 90% of the shipments need to use SpeedPAK and, I guess, the rest can use any shipper.

Because you're currently located in Thailand @mythicwardrobe you are subject to eBay Export policies. eBay Export is for sellers outside of the US & Canada that list and sell on the .com site. I suggest thoroughly reviewing that site for policies to make sure you're in compliance.

Speedpak is a shipping service that is required for sellers to provide in Asia. You are located in Thailand. It provides a tracking number and actually is a pretty good means of courier service. I never have had a problem should I purchase from Hong Kong, etc. where speedpak is available.

Sounds like drop shipping...not a good idea. You've got a nice shop. I would work on making speedpak shipping a priority. Just a suggestion.

If I place stock in a US 3PL warehouse and ship from there, will I run into any other issues? Or is this predominately related to shipments coming originating from SE Asia and especially mainland China?

Thanks for the feedback, I registered with SpeedPAK today and we'll get it going. It was surprisingly hard to find this info until this thread, I guess I entered the ebay universe through the wrong door.
I'm not drop shipping at all (everything I sell is already in my stock and paid for), but I have accounts at 3PL services like 4PX which has warehouses worldwide. This kind of service is pretty handy if you're connected inside China and pretty much required if you do a lot of ecommerce because you can move goods with a lot of flexibility. I can pay a supplier to prepare my goods and deliver to the 4PX warehouse, from there I can tell the 4PX warehouse to ship out the orders directly to customers one by one, or reposition goods to a warehouse in the busier countries, like the US, and then ship from there.
I guess that flexibility flipped a breaker on my ebay account though, so yeah, I'll get that sorted out.
